"Leading the Field to Empower Communities and Move the Region"

Building on strong  foundations of planning, institutional context, inter-agency collaboration and expertise, the Northwest New Mexico Council of Governments ("COG") has worked with the region's local governments for over 40 years to support community development, promote strategic innovation and propel regional competitiveness. The COG has duel designation as a quasi-governmental regional planning agency for the State of New Mexico and economic development district for the US Government. As a membership association, the COG serves as a professional extension of its members, providing technical assistance to local entities across the many disciplines of governance.

Fostering a Competitive Region
The COG is tasked by the US Economic Development Administration (EDA) to facilitate, compile, and complete a 5-year economic development straegy plan for the region. The COG is currently in works with partners from around the region and state to update the CEDS plan. The COG works closely with local and tribal economic development organizations and agencies to coordinate regional strategies.

The COG utilizes State-appropriate Grant-in-Aid funds in combination with other funds to support planning and technical assistance activities in the following areas:

Transportation Planning

Sustainable and Efficient Transportation Systems
The Northwest NM Regional Transportation Planning Organization (NWRTPO) is an interactive planning forum that was established by the NM Department of Transportation (NMDOT) as a means to develop an ongoing and cooperative planning process to identify current and future transportation needs, plans, and projects in the region.

Environmental Planning

Fostering a Sustainable Region
The COG engages regularly in various environmental planning initiatives including but not limited to administering a regional EPA Brownfield program to conduct Phase I and Phase II Environmental Assessments, coordinating an inter-agency regional water planning effort for New Mexico Water Planning Region 6, and assist both McKinley County and the State of New Mexico in managing energy efficiency programs and projects in the region.
